〔記者張聰秋／彰化報導〕為了活化公有土地，彰化縣政府今年改變縣有地的管理策略由售轉租，結果民眾反而想價購買地，使得標售6筆有5筆流標僅1筆標租成功，這1筆土地地點在台中市清水區的住宅區，得標年租金3萬800元，面積40.53坪，換算每坪年租金約760元，土地整理日後都可作為停車或倉庫運用，用途廣。
縣府今年首度進行縣有地標租作業，結果不如預期，不過，標租出去的土地，地段距離彰化縣遠、管理較為不易的台中市，也算為改變策略做了良性的開端，縣府不氣餒，擬擇期繼續啟動標租程序。
6筆土地分別坐落在台中市西區、清水區，以及彰化縣員林市、和美鎮等地，商業區、住宅區都有，市區地段位置不錯，其中，台中市土地從日治時代台灣中部行政區稱為大台中州，約於1951年左右，重新劃分縣市行政區域並分財產，因此產生彰化縣擁有坐落在現今台中市的土地。
財政處副處長楊素祝表示，在土地出租開標之前，很多民眾打電話來縣府詢問，多數考量承租土地須花錢整地，8年租期的建物成本回收效益，租期到期須重新競標，到時若別人標得租金較高，要看原承租人願不願博客來意以那最高決標金額優先競標，評估面向點，反表明希望價購。博客來網路書局
楊素祝指出，6筆標租租金，縣府依照當期申報地價訂定標租底價，低於市場行情，可惜，可能受大環境景氣影響，加上，空屋多，民眾可以選擇的物件也多，觀望後未投標。
這次標租完成的土地，租約2年，楊素祝說，該筆土地目前雜草叢生，位處地勢低窪區，民眾承租後可能整理成倉庫或停車場空間運用，一舉解決土地閒置衍生環境髒亂的問題。
同樣位處台中市商業鬧區的土地，不少民眾投石問路，最後無人投標，這筆土地現況，經過縣府綠美化，價值性高，民眾反而想買不想租。
